I am thinking about buying a 2nd generation ryzen processor since it would be supported by Windows 11, is buying a used cpu a risky choice?

i would only buy it from a friend. you dont know how it was handled or treated. some jerkwad could have tried to overclock it and maybe ran it without a heatsink. or he touched it and got his oil on it.

Will that force me to buy a new windows licence?

There used to be a telephone activation option you could use when you failed the validation and needed to activate after the upgrade threshold had been passed.
